Shri Ashok Kumar Gupta, a 1981 Batch IAS officer, joined the Competition Commission of India as Chairperson in November, 2018. He has more than 36 years of wide ranging experience with Government of India and with Government of Tamil Nadu. His last posting in Govt. of India before joining the Commission was as Secretary to GOI in the Department of Defence Production.He was responsible for matters such as Industrial Licencing, FDI Policy, Export Procedure. Previously, he held several positions in Ministries of Defence, Health, Heavy Industries, Shipping, MSME, Commerce & Industry.


While posted as Joint Secretary in the Ministry of Health, he was dealing with matters relating to International Cooperation, Hospitals, National Cancer Control Programme. He was instrumental in formulating several Govt. policies such as Automobile Policy, Prime Minister’s Rojgar Yojana, ‘Make’ Procedure in defence procurement and establishing Vardhman Mahavir Medical College, Delhi.

He has extensive experience in Industry, has headed and turned around State Public Sector Units and served on the Boards of Central and State PSUs such as Hindustan Aeronautics Ltd., Heavy Engineering Corporation, Tamil Nadu Cements and many others. A gold medalist in Mechanical Engineering from Delhi University, he also holds a Post-Graduate degree in Public Administration from Syracuse University (USA) and an M.Phil. degree in Defence and Strategic Studies from Madras University.

Shri P.K. Pujari (Gujarat 1981), A Post Graduate in Economics from Delhi School of Economics, Shri P.K. Pujari joined the Indian Administrative Service (IAS), the premier civil service of India in 1981 and was allotted Gujarat cadre. During his career, he handled assignments in various departments/ministries in Gujarat as well as Central Government, such as power, commercial taxes, finance and industries. He was Secretary to Government of India, Ministry of Power for more than two years before his superannuation in 2017, after serving for 36 years.


Some of the key assignments in the field of finance and industries were (i) financial resource forecast, expenditure planning, annual budget preparation, debt and guarantee management; (ii) transition from sales tax to value addition tax (VAT), administration of commercial taxes by simplifying processes and making it enabled; and (iii) Setting up and marketing industrial estates and special economic zones.

He worked in the power sector for more than seven years, as Director and Secretary. As Director he was involved in developing policy framework for participation of private power utilities in generation and distribution. During his tenure as Secretary (2015-17), maximum generation capacity and inter-state transmission capacity was added in the country, resulting in one nation - one grid - one price.

As Secretary, he initiated and concluded a number of far reaching initiatives and policy changes. These include electrification of all the remaining 18,452 villages (as on 1.4.2015), launching of "UDAY" for sustainable operational and financial turnaround of discoms, revised Tariff Policy 2016, new coal linkage policy for power plants, revised National Electricity Plan, XIX electricity power survey, revised- bid documents for UMPPs, revised power allocation formula for states from cg stations, formulation of new hydro-power policy, formulation of the new policy for universal households electrification by 2019, policy guidelines for integration of renewable energy into the grid, revised rules for captive generators, finalisation of the report for rationalisation of tariff structure and tariff categories.

During his tenure, the guidelines for cross border trade of power with neighbouring countries got finalised. The cross border transmission lines also got augmented substantially. This facilitated increased trade of power with Bhutan, Nepal and Bangladesh. Power trade with Myanmar started for the first time. Talks started for sub-marine cable connection with Srilanka. He led the Indian side for the bilateral talks on power trade with these countries.

He was closely associated with the signing of the International Solar Alliance Framework Agreement during COP22 in Marrakech. He led the Indian delegation for the 2nd BRICS Energy Ministerial Summit and also for the 8th Clean Energy Ministerial (CEM) Summit at Beijing.

His interests include reading books, sports and listening to music. He has been appointed Chairman of the Central Electricity Regulatory Commission in February, 2018.

Shri Balwinder Singh Bhullar took over as Chairperson, Airports Economic Regulatory Authority of India on 8 th July, 2019.
Shri Bhullar hails from Amritsar, Punjab and has a distinguished academic career. After completing B.Sc (Hons) and M.Sc. in Agricultural Sciences, he joined the Indian Administrative Services in 1986 in Uttar Pradesh Cadre.


As an IAS officer in the Government of Uttar Pradesh and in the Government of India, Shri Bhullar handled several important positions ranging from Administration, Industry, Finance, Power, Urban Development, Transport, Civil Aviation, etc. In the Govt. of Uttar Pradesh, he worked as District Magistrate, Ghaziabad & Kanpur; Municipal Commissioner, Varanasi; Joint Managing Director in UP Financial Corporation; Secretary, Irrigation & Water Resources; Principle Secretary, in Departments of Transport, Finance; as Member of 4 th UP State Finance Commission, etc. In the Govt. of India, he worked as Joint Secretary to 13 th Central Finance Commission; Joint Secretary in the Ministry of Finance, Deptt. of Expenditure; as Joint Secretary and Additional Secretary in the Ministry of Civil Aviation and finally as Director General of Civil Aviation (DGCA) before superannuating from the Government Service in May, 2019.

Dr. P.D. Vaghela joined as Chairman, Telecom Regulatory Authority of India (TRAI) on 1st October, 2020. Prior to joining TRAI, Dr.Vaghela was Secretary, Department of Pharmaceuticals, Ministry of Chemicals & Fertilizers. Dr.Vaghela had graduated in Commerce in the year 1982. He did his M.B.A (Master of Business Administration) with specialization in Financial Management in 1984 and also obtained M.A in Development Studies (Public Policy & Management) from the Institute of Social Studies, the Hague in the Netherlands in the year 2005. He was decorated with a Doctorate in the year 2013 in Public Management and Policy by Sardar Patel University, Anand, Gujarat.


He joined Indian Administrative Service [IAS] in 1986. He has held various assignments starting from District level to State level, during which he had won a number of awards for excellence as best Collector & District Magistrate & District Development Officer. In his assignment as Chairman, Kandla Port (2008-2013), the port was awarded as the best port for five years of his tenure. He worked as Chief Commissioner of Sales Tax, in Gujarat, during which period he has played a major role in drafting GST law, its rules and fixing GST rates of goods and services as Convener of national level GST Law and GST Fitment Committees. He was closely involved in the GST implementation at national level as a key member of GST Implementation Committee.

As Secretary Pharmaceuticals, he has launched four ambitious schemes to transform the sector. He also worked as Convenor of Empowered Group 3 (now EG2) which handled availability of critical medical supplies like PPE, N-95, Ventilators and testing kits. Today India is exporting these items for which India was otherwise dependent on imports during pre-covid time.

In May, 2018 Dr. Vaghela was honoured by Hon’ble Prime Minister of India for excellence in Public Administration while appreciating his contribution in implementation of GST in India.

Shri Ravi Mital is a 1986 batch Indian Administrative Service (IAS) officer of Bihar cadre. Shri Ravi Mital holds degrees of B.E. in Mechanical Engineering and M.Phil. in Environmental Science.


Prior to joining the IBBI as Chairperson, he superannuated from the position of Secretary, Department of Sports, Ministry of Youth Affairs and Sports. He has also served as Secretary, Ministry of Information & Broadcasting and Special Secretary, Department of Financial Services, Ministry of Finance. He has also served on Boards of various organisations including State Bank of India, Punjab National Bank, GIC Re etc. During his service, he has served in varied capacities in various Ministries and Departments of the Government.

Shri Raj Pratap Singh is the Chairman of U.P. Electricity Regulatory Commission.He is a Post Graduate in Electrical Engineering from IIT, New Delhi. Shri Raj Pratap Singh Joined Indian Administrative Service (IAS) in Aug. 1983 (Uttar Pradesh Cadre). Shri Singh has dealt with policy formulation, budgeting, implementation, monitoring & coordination, personnel management,and service delivery aspects of Public Administration at the State Govt. (24 years) &Central Govt. (8 years) levels in India. In addition, Shri Singh has worked as Sr. Advisor for 3 years in a Multilateral Development Institution (World Bank) at the Board level at Washington DC.


At the highest levels of decision making, Shri Singh has been responsible for converting Governments/Institution's mandate into viable Policies/Programs & Projects with effective delivery mechanism.

He has been worked at highest levels inGovernment Departments, Autonomous bodies, Public Sector Undertakings for developmental, regulatory and resource mobilization functions. In these assignments, Shri Singh has effectively brought transparency & good governance in decision-making and execution, prudent financial management and anti-corruption measures.

Shri Raj Pratap Singh in his illustrious career has held various important assignments including Agriculture Production Commissioner & Additional Chief Secretary, Govt. of Uttar Pradesh, Member - Board of Revenue, Principal Secretary to Chief Minister, Sr. Advisor - The World Bank, Joint Secretary/Private Secretary to Prime Minister of India, Secretary – U.P Electricity Regulatory Commission etc.

With nearly thirty seven years of experience behind him in coal, oil, power and renewable resources, D. Radhakrishna is a well-known authority on every aspect of energy field. Armed with degrees in Engineering, Law and Management, he is life Time Member of World Energy Council. He worked for MPSEB, Adanis and Advisor to many private companies Sugar industries Co Gen Plants all across the country before joining as Chairman Tripura Electricity Regulatory Commission, Agartala.


He was Advisor to The Bombay Chamber of Commerce, Bihar Industries Association, Telengana and Andhra Pradesh Industries Association and also associated with All India Power Engineers Federation.

He writes regularly on power sector policies in English, Hindi and Regional language publication, besides speaking his mind at several public podiums on sensitive issues related to power tariff design and the evolving regulatory regime. He is one of few Engineers who were given Charge of Chairman of Regulatory Commission.

Shri Suresh Chandra Dinkar was born on 16.06.1958. He did his graduation in 1978 from the University of Rajasthan, Jaipur. He initially started his career in July, 1978 in Indian Telecommunication Department (now BSNL). Later on, he was selected in Rajasthan Accounts Service in 1982. As a member of RAcS from 1982 to July 2010, he worked on various posts, viz. Manager (Finance), Rajasthan State Industrial Development and Investment Corporation (RIICO), Project Director, Rural Development Department, Deputy Secretary to Government, Finance Department (Budget), Deputy Secretary, Central Finance Commission Cell, Director (Finance), Rajasthan VidyutUtpadan Nigam Ltd. (RVUNL) and Director Budget etc.


In the year 2010, he was elevated to Indian Administrative Service through special selection and was assigned 2000 batch. As IAS, he worked as Collector and District Magistrate, Karauli, Director State Insurance and Provident Fund Department, Special Secretary to Government, Finance Department and Finance Secretary (Expenditure), Government of Rajasthan.

He was appointed Member, Rajasthan Electricity Regulatory Commission (RERC), Jaipur by the State Government on 01.06.2017 and was sworn in as Member, RERC by the Hon’ble Chief Justice of Rajasthan on 17.07.2017.

Shri Bhanu Pratap Singh, took oath of the office of Member, Himachal Pradesh State Electricity Regulatory Commission on 29th September, 2017. He has graduated from Regional Engineering College, Srinagar (J&K) in 1980. Before joining HPERC he has served in HP State Electricity Board in various capacities. He was recruited as A.E in H.P State Electricity Board on 9th February 1982. During his tenure of service from A.E to Chief Engineer in H.P State Electricity Board, he has been significantly instrumental in the infrastructural development of the Natpa Jhakri Hydro Electric Project (1500MW), the Largi Hydro Electric project (120 MW) along with various other hydroelectric projects.


He served as General Manager (Contracts) in Himachal Pradesh Power Corporation Ltd (HPPCL). He was actively involved in the execution of the various hydroelectric projects of HPPCL, having aggregate capacity of (856 MW), such as Sawrakuddu, Sainj, Kashang & Shongtong Karcham HEP’s. He also headed the Himachal Pradesh Government Energy Development Agency (HIMURJA), as the Chief Executive Officer, on secondment basis from HPSEB. He has immensely contributed in the development of small hydro in Himachal Pradesh, in the government sector as well as through the independent power producers mode. Thus, he is credited with rich experience in the development of renewable energy sources, especially Small Hydro and Solar. Through his career he has been an ardent traveller that has helped him to align both, national and international experiences into all his leadership positions.

Appointed Member in Madhya Pradesh Electricity Regulatory Commission (MPERC) in January 2018. Having more than 41 years’ experience in the power sector with main expertisein distribution sector. Having qualification of B.E. (Electrical) & MBA (Finance). Joined Madhya Pradesh Electricity Board in 1979 as an Assistant Engineer. Elevated to the Level of Executive Director in reorganized M.P. Power Management Company Ltd. Resigned in January 2018 on appointment as a Member in Madhya Pradesh Electricity Regulatory Commission. Earlier from the year 2001 to 2017 worked in Energy Department, Government of Madhya Pradesh on deputation and hold posts of Deputy Secretary & Additional Secretary, respectively. Associated with the power sector reforms related matters and co-ordination with the six State power companies. Was also Government nominee Director in all three State Discoms from the year 2011 to 2017.

Shri I.S. Jha is Member, Central Electricity Regulatory Commission since January, 2019. Prior to his present assignment, he successfully served as Chairman and Managing Director (CMD) of state-run transmission utility, Power Grid Corporation of India Ltd., since 2015.


An Electrical Engineer from NIT Jamshedpur, he is a well-known Power Sector professional having more than 38 years of rich and varied work experience in all the facets of the Power Sector i.e. Generation, Transmission, System Operation, Distribution including the last mile connectivity to consumers and Regulatory aspects. He began his professional career in 1981 in NTPC and joined POWERGRID in 1991. Subsequently in Jan’19 he joined CERC as Member. While working at various projects and Corporate Office of NTPC and POWERGRID, he was involved in conceptualization, planning, design, engineering, monitoring and implementation of projects of National importance. A champion of environment friendly development, Shri Jha ensured on- schedule commissioning of transmission infrastructure and has now set a frenetic pace for grid development bringing efficiency into the sector.

He has spearheaded development of robust National grid in the country integrated with State-of-the-Art technologies as well as Green Energy Corridors for integration of renewables. With extensive experience in the transmission sector, Shri Jha played a key role in the conceptualisation and implementation of National Grid, Cross-border interconnections with neighbouring countries, setting up long distance multi-terminal HVDC transmission system i.e, 800kV 6000MW Biswanath Chariyali- Agra HVDC system, first of its kind in the world. Planning and commissioning of one of the largest high capacity HVDC bipole Champa-Kurushetra in early 2016, increasing the available transfer capability significantly between Northern & Western region as well as North East West (NEW) region grid and Southern Region enabling development of vibrant electricity market are some of his recent benchmark contributions to the Indian power sector. In addition, he played a key role in deployment of Smart grid Technology in Indian power System including Synchrophasor measurement, Battery Energy Storage System, Advanced Metering Infrastructure, and other emerging technologies. Under his leadership, Varanasi Smart Grid project was implemented that was inaugurated by Hon’ble Prime Minister of India.

Project management in power transmission involves various challenges such as Right of Way (RoW) issues, getting timely environmental clearances, timely contract award, milestones monitoring and filing of petitions before the regulator. Shri I S Jha has achieved unprecedented success in managing above challenges. Under his leadership, POWERGRID has acted as an enabler of power markets for providing affordable options to DISCOMs.

He is an active proponent of emerging technology & other cutting-edge initiatives and steered development of new technologies towards indigenisation as part of “Make in India” effort, like development of 1200 kV AC technology, highest transmission voltage in the world, through collaboration with Indian manufacturers, 765kV level transformer and reactor, 400kV Gas Insulated Switchgear(GIS), integrating FACTS technology like SVC, STATCOM, FSC+TCSC into the Indian power system to bring efficiency. He also played a key role in deployment of VSC based HVDC Technology in India. He also led the team of Distribution management system for design & implementation of accorded projects to POWERGRID under APDRP scheme as well as Rural electrification works under RGGVY scheme.

Shri Jha has been a driving force in conceptualizing integration of renewable generation in the grid by implementing Green energy Corridors covering comprehensive Intra & Inter State Transmission Schemes, dynamic reactive compensation in the form of State- of-the-Art STATCOM, establishment of Renewable Energy Management Centre (REMC), that would play a key role in achieving target of 175 GW of renewable generation towards clean development. He also steered implementation of 24x7 power for all programmes in various States through implementation of distribution modernisation schemes, last mile connectivity etc. He involved in formulation of Standards, regulations on open access as well as policy advocacy for overall development of power sector. During the course of his professional journey, he has also been involved in formulation of key regulations related to Power sector such as Indian Electricity Grid code, Open Access in ISTS, Grant of Connectivity, Long-term Access and Medium-term Open Access in inter-State Transmission, Sharing of Inter State Transmission charges & losses etc.

Towards R&D, a number of initiatives were undertaken by him on new technology, which are first of its kind viz, 1200 KV UHVAC System, Wide area Monitoring System, Smart Grid, High Temperature Superconducting Cables, Process Bus Architecture Sub- station Automation System, etc. which would go a long way in development of an efficient and economical power system in the country

He is known for his technological prowess and people-centric leadership. He is member of Governing Body of CPRI, Bangalore and President, International Council on Large Electric Systems (CIGRE) – India, member of apex Governing body i.e. Steering Committee of CIGRE - Paris and other professional bodies. He has published/ presented numerous articles, more than 50 technical papers in the field of power system in various international and National Journal/Conferences. He has also Co- authored two books namely, ‘Renewable Energy Technology’ and “Smart Grid Fundamental and Applications”. Shri Jha has also applied for patents for the technical innovations in the field of power system.

Shri Arun Goyal, a 1985 batch Indian Administrative Service officer of the Union Territories Cadre, is former Secretary to Government of India. He superannuated in August 2019 from the Cabinet Secretariat as Secretary (Coordination). He has more than 34 years of wide ranging experience with Government of India, State Governments and Union Territory Administrations particularly in areas of power, finance, commerce and industry.


He is passionate about reforms, institution building and bringing about systemic changes in the organizations. He has been part of major reforms and transitions in India including rolling out & subsequent implementation of Goods and Services Tax (GST); setting up of Financial Intelligence Unit & Anti- Money Laundering regime and India’s transition from GATT to WTO.

He has extensive experience in all spheres of power Sector with three tenures in Delhi’s Power Sector during different stages of its transformation and has held various positions including Principal Secretary (Power); CMD, Delhi Transco Ltd.; CMD, Delhi Power Company Ltd.; Chairman, Indraprastha Power Generation Co. Ltd.; Chairman, Pragati Power Corporation Ltd. and Additional General Manager (Administration) of erstwhile Delhi Electric Supply Undertaking. He played a major role in carrying forward and stabilizing historic power reforms of Delhi resulting in unbundling of Delhi Vidyut Board and privatization of distribution. He effectively handled major power crisis in Delhi arising out of devastating thunderstorm on 30th May 2014 and preparing comprehensive investment plan for upgrading Delhi’s power transmission system. As Principal Secretary (Power), Govt. of Goa, he finalized and signed ‘24X7 Power for All’ MoU between Govt. of India and Govt. of Goa.

As head of Project Monitoring Group in the Cabinet Secretariat for more than three and a half years, he played key role in resolving variety of issues for expeditious implementation of many mega and stalled infrastructure projects including many power transmission and generation projects.

He has more than 9 years’ experience in various facets of Finance in Government of India and has held positions of Special Secretary, GST Council; Minister (Economic & Commercial), Embassy of India, Tokyo; and Director, Financial Intelligence Unit-India. He was also Secretary (Finance) in Andaman & Nicobar Administration for about two years.

Shri Arun Goyal has a bachelor’s degree in electrical engineering from Delhi College of Engineering; an MBA (PGDM) from Indian Institute of Management, Ahmadabad; MA (Economics) from HP University and MSc (Development Management) from Glasgow Caledonian University, UK.
